The detectives sound very like "Life on Mars".  Some younger coppers had flagged up Sutcliffe several times but the Boss was focussed on "Wierside Jack"even though two surviving victiims said he had a local accent

Back in those 'dark ages' the fact that 4 (I think) of those he murdered were prostitutes, did not have the same 'worth' as the housewives or students.  It was all but said they deserved what they got.  One survivor who was attacked prior to the time he really got started was ignored when she said she had recognised the photofit when it was plastered over all the papers but he did not have a Geordie accent.  So many mistakes were made with a whole year wasted due to too much focus being on the tape which was sent to the police team.  The tape which was subsequently shown as a fake - the idiot who sent it was caught and punished. It must have been a terrifying 5 years for any female living in the area at the time...

As an aside, if he was locked up for years, how did he catch Covid-19?

From another inmate who could have been infected by a visitor.  There were a lot of deaths/cases from Covid in prison populations during the first lockdown in UK.
