The Spanish government has announced a temporary cut in the iva from 21% to 10%

Only temporary, this will help financially strapped families, but come autumn, winter will put a heavy financial burden on those families getting kids ready for school before 8.00am.

as I understood it, before 8am was the cheapest rate electricity?

 I was already on a cheap rate but with differing hours  than Endesa is now on.  I checked with my supplier and it will not be changing, so I get the cheap rate in winter from 10pm - 12 noon and in summer 11pm - 13pm.  Far more sensible IMO.
