Partaloa and Arboleas among the four villages in Spain with the highest population of foreigners

The municipalities of Partaloa and Arboleas occupy second and fourth place respectively among the towns with the largest number of foreign residents.

The National Statistics Institute (INE) published on Wednesday (22nd Jan) the definitive data of the Municipal Register, which show an increase of 0.65 percent in the Spanish population as of January 1, 2019.

Torre del Burgo (Guadalajara) is the Spanish town with the highest number of foreigners: Only 9.3 percent of the people registered in this town are Spanish, compared with 90.7 percent who come from other countries, most (84.6%) from Bulgaria.
The second town in Spain with a high foreign population is Partaloa, where 69 percent are foreigners.
The municipality of Rosales in Alicante occupies third place with 68.7 percent of inhabitants from abroad...
... and in fourth position, Arboleas with 66.7 percent of residents, mostly from Western Europe.

In both municipalities of the Almanzora region, these citizens have direct representation in the municipal town hall sessions, having elected relevant councillors.

Foreigners in Spain
Throughout Spain, the number of inhabitants is 47,026,208, of which 41,989,330 are Spanish (20,522,283 men and 21,467,047 women) and 5,036,878 foreigners (2,520,145 men and 2,516,733 women). According to data provided by the INE, the foreign population has increased 6.38 percent compared to 2018.

It's a surprise that Arboleas is lower than Partaloa.  I would have thought it was the other way round...

It's probably the percentage thing...

Partaloa has an area of approx 20 square miles (53km2) and a population of 1,055 in 2018. ---- 69% is 728
Arboleas in comparison is 25 square miles (65km2) and had a population of 4,586. ---- 66.7% is 3,059

therefore it seems higher because of the overwhelming number of people around and about (4.2 times as many in Arboleas) but remember... these are statistics... you can bend them anyway you want.
