Ex.Pat Voting papers?

Did everyone who is eligible to vote in UK elections get their postal papers in time?  Mine arrived on 23rd, voting day, so no use.  It was the same with my son in Germany and friends in France.  I also know others here in Spain did not get them in time.   They had been sent via several countries rather than sent direct.
I have also been here for 15yrs and 1 month and apparently the cut off point to be able to vote is 15 yrs.  In theory I should not have had them at all!

We got ours a good 10 days before

My daughter has a proxy vote for both of us.

II wonder if different local UK councils  sent them out at a different time...
Annie, have you been here more than 15 years? 
Maybe I have been misinformed as to cut off date to vote?

No, we are 13 years this month Frankie.  You are correct about the 15 years.
